 February 21, 2024

A report issued by the Commission of Detainees’ Affairs revealed several testimonies of detainees held in Ofer Prison, who were exposed to severe physical abuse and torture by the occupation’s soldiers, and deprived of medical treatment. Cases in point:

🔺detainee Mustafa Kasbah, 23, from Qalandia refugee camp/ Jerusalem: He is detained since last October, he stated: “I got arrested after breaking into my home. I was subjected to to abuse and beating all over my body and then I got moved to a military camp. They threw me on the ground and rocks and beat me while being blindfolded and handcuffed, which caused many bruises on my body. Then, they transferred me to Etzion interrogation and detention center, where the soldiers tied my hands to the back and beat me in the courtyard of the prison and then I was sentenced to administrative detention”.

🔺detainee Ibrahim Sara, 21, from Ramallah: He has been detained since last December, he stated: “I got arrested from my house after destroying its belongings by the Israeli soldiers at 4:00 am. I was exposed to assault and severe beating. They took me to a military camp and then to Ofer prison. My finger is amputated due to an explosion. I had two surgeries in Ramallah hospital and my health condition is stable, but after detention I started to suffer from pain due to the cold weather and I need medical attention but the IPS refused, as they only provide painkillers for all sick detainees”.

🔺detainee Muhammad Mqaiti, 22, from Birzeit: He is detained since last November. He stated: “They arrested me from my house after destroying it. I was beaten in a brutal manner all over my body and my head was bleeding. They took me to the campus of Birzeit University for two hours and then to Bait Eil military camp. They transferred me to Etzion interrogation and detention center by a military vehicle, where they hit me on head and back. I remained there for three days and then transferred to Ofer prison, in a journey accompanied by torture and abuse, and the I was sentenced to administrative detention “.
🔺detainee Ahmad Hmamra, 28, from Kufr Aqab district/ north of Jerusalem: He is detained since last December. “I got arrested on Container checkpoint, they forced me to get out of my truck, started to beat me and described me as a terrorist. Fares: “Attacks and humiliations against detainees exceed organized gang crime”

 February 16, 2024

The head of the Commission of Detainees’ Affairs, Qaddura Fares, affirmed that the suffering faced by detainees in Israeli jails has exceeded organized crimes of gangs, as the Israeli officers and jailers have their own decisions on dealing with detainees and are able to use torture and field executions against them. His statements came during a meeting with the British Attorney General, Ms. Victoria Prentis, HM Consul General Ms. Diane Corner, Deputy General Doug Wison and the Political Consul Ms. Annabel Mitchell, where he briefed the delegation on the crimes committed against detainees in Israeli prisons which have became cemeteries for alive persons. Fares stated “the current aggression whether against Palestinians in general or detainees in particular, is an exceptional aggression based on Israeli-American political and military support, as well as deterrent, retaliatory and racist aims, as we believe that there is a second Nakba on the horizon, that has been implemented in Gaza aiming at deporting and displacing people to neighboring states “. Fares added: “the inhumane and unethical treatment against detainees forced us to live the most difficult time in the history of the Captive Movement, as the IPS pursued a series of punitive measures in the last four months, represented in breaking into houses, exploding doors, destroying house belongings, using excessive force and beat and field interrogation. Moreover, retaliatory measures continued during detention as the IPS reduced the quantity of food, confiscated electronic devices from sections, prevented detainees from going to the prison’s courtyard, closed the canteen and implemented daily attacks and intensive beat against detainees”. Fares said the International Community must hold full responsibility about the suffering of Palestinian people and detainees, indicating that more than (7000) arrest cases have been recorded since October 7, in addition to hundreds from Gaza Strip, whom we don’t have any information on, asserting that the international and organizational official silence has led to this stage”.

90% of Etzion detainees have been exposed to torture and beating

 February 20, 2024

Based on statistics by the Commission of Detainees’ Affairs, and the commission’ lawyer visit to Etzion interrogation and detention center, it has been confirmed that 90% of detainees were exposed to severe beating and torture during the arrest process until arrival at the place of detention. The lawyer of the commission described the situation there as miserable, where detainees suffer from the overcrowding, as the majority of them sleep on the ground due to lack of beds and mattresses. They also can’t close the window as it is made of iron grids, which make rooms very cold. Jailers intended to knock on the doors at night to prevent detainees from sleeping, and sometimes they get them outside the rooms keeping them in the prison’s courtyard without any justification and without taking into account their health conditions, as the IPS pursued ignoring their health conditions since the beginning of war on Gaza in the 7th of October. It is worth noting that the Israeli authorities intended to sentence most detainees with administrative detention, without holding sessions and even without informing them of this procedure.

Palestinian detainees are exposed to torture and abusive measures in Huwara and Etzion interrogation centers

 February 12, 2024

🔺The Commission of Detainees’ Affairs reported that Palestinian detainees are living bad conditions in Israeli interrogation centers, especially at Huwara center, which witnessed an overcrowding situation due to holding (50) detainees.
It is worth noting that this center is very awful in terms of filthy rooms and dirty covers and the wholes in the cell’s wall. Moreover, the IPS used to apply difficult procedures against Palestinian detainees, where they are provided with poor quality and quantity of food, deprived of medication and regular tests and treatment and subjected to harsh beating and brutal attacks.
🔺The Commission stated that the Israeli soldiers are implementing terrible practices against detainees in Etzion interrogation center, as they intended to beat them in a brutal way and deprive them of their basic rights, which affected their morales.
It is worth considering that (85) Palestinians detainees are held in Etzion interrogation center, all of them suffer from difficult circumstances, as the Israeli soldiers used to invade their rooms randomly, exposing them to severe torture and naked inspection.

Stabilization of health conditions for both injured detainees Abu Sfaira and Jayousi

 January 24, 2024

The Commission of Detainees’ Affairs reported this evening that the health condition of the injured detainees , Fayez Abu Sfaira and Amir Jayousi from Tulkarm, has stabilized, but they still need continuous treatment and medical care to overcome the effects of gunshot injuries caused by the occupation forces, as they invaded the city, the camp, and several towns in the governorate a few days ago.

The Commission stated that the injured detainee Abu Sfaira is currently in Mayer Hospital in the so-called Kfar Saba area. He was injured in his under-construction house in the town of Thennaba, feeling sudden pain in his back and abdomen.
He was found to be shot in the back, with the bullet getting out from the abdomen. He asked for help from the Israeli soldiers, but instead, they arrested him. He was taken to the hospital, underwent surgery, and is currently held under strict guard, facing fabricated charges of helping a wanted person and possessing a weapon, despite finding nothing with him. As for the the detainee Jayousi, he is being held in Al-Afula Hospital. While on the roof of his house in the Kettaba area, documenting the army's invasion and its crimes against innocent civilians. During that, he was shot in the abdomen from the right side. He underwent a surgery, and fabricated charges of weapon possession and military activity were imposed on him.

The Commission holds the Israeli occupation government and its prison administration fully responsible for their lives. It calls for serious attention to their cases, providing treatments and medications by specialized doctors, and refraining from transferring them to prisons in their current stable and challenging conditions.

The Commission urges international health, human rights, and humanitarian institutions to break their silence that make them accused of the ignorance towards male and female detainees, and inaction with the government of the occupation.

Fares: transferring the leader Marwan Barghouthi from the isolation of Remonim prison to the isolation of Ramla prison

 February 18, 2024

The head of the Commission of Detainees’ Affairs, Qaddura Fares, said that the IPS transferred the leader Marwan Barghouthi from solitary confinement in Remonim prison to solitary confinement in Ramla prison, after the statements of the fascist minister Ben Gvir on his isolation, which represents a kind of show to the Israeli public opinion. His statements came after two months of moving Barghouthi from the isolation of Ofer prison to the isolation of Ramla prison and them to Remonim, within targeting all detainees after October 7, especially the leaders of the Captive Movement, through transferring them between prisons and implementing individual and collective isolation, besides the systematic torture techniques. Fares stated that the repeated transfer of the leader detainee Marwan Barghouthi in the light of preventing lawyers visits raises a real worry on his life, especially that this coincides with the direct incitement against him in the Israeli media. Fares stated the Marwan’s attitudes towards the cause of his people, and targeting him by isolation and torture won’t affect his determination. Fares confirmed that the barbaric attacks imposed against Barghouthi and other detainees require an immediate response from international organizations to resume visits to Israeli prisons and stop the unprecedented measures and violations carried out against detainees since decades.
