Ramallah/ the occupation authorities arrested (486) Palestinians
during November 2018, including (65) minors and (9) females.
Human rights and detainees institutions (the Palestinian Society
Prisoner's Club, Al Dameer Association for Human Rights, and
the Commission of Detainees and Ex-Detainees' Affairs)
indicate that the occupation authorities have arrested (150)
citizens from Jerusalem, (71) from Ramallah, (77) from Hebron,
(28) from Jenin, (34) from Bethlehem, (36) from Nablus, (32)
from Tulkarem,(23) from Qalqilia, (12) from Tubas, (8) from
Salfit, (6) from Jericho and (9) from Gaza Strip.
The total number of detainees in Israeli jails is nearly (5700)
including, (54) females, (230) minors, and (104) administrative
detainees.
Renewed policy,,, arresting deputies from the Palestinian
Legislative Council
The Israeli occupation continue targeting deputies of the
Palestinian Legislative Council and political activists, in order to
prevent them from practicing their social role in the Legislative
Council, such as: Muhammad Abu Jehaisha from Hebron and
Ahmad Atoon who is deported from Jerusalem.
This is not the first time to arrest deputies under the
administrative detention, since many of them were frequently
arrested. The number of deputies arrested in Israeli jails is (6) ,
including (3) under the administrative detention, such as
Khalida Jarrar who got arrested July 2017.
In accordance with some provisions of the International Law,
arresting deputies is illegal. However, Palestinian leaders got
arrested periodically as part of the ongoing occupation policies
to suppress Palestinian political efforts. This entails the
suppression of the right of the Palestinian people to self-
determination.
Transferring female detainees to Damoun Prison
The administration of the occupation prisons transferred all
female detainees from the prison "Hasharon" to the prison
"Damoun" during last November. All female detainees were
gathered in the same prison. The transfer came after the females
have rejected the decision of operating the cameras in the yard
of Hasharon prison. This led the females to abstain from going
out to the yard, and then penalties were imposed on them.
Penalties are represented in preventing their families of visits,
cutting off the hot water and the ill treatment by the doctor.
Females confirmed that there are tight measures on their
educational and cultural program. The prison administration did
not give them the books they had taken with them from
Hasharon Prison.
Detainees and their suffering during the winter
The suffering of the Palestinian detainees in Israeli jails
increases in winter, while suffering is more severe for those who
are newly arrested or whose trials coincide with cold waves and
storms.
Suffering also increases when the occupation authorities prevent
detainees' families from entering winter clothes to their sons,
and forcing them to buy clothes from the cantina with high
prices, along with the policy of medical negligence and lack of
health care.
In addition to the intentional use of repression means against
detainees in winter, they break into prison cells and force
detainees to sit in the yard for long hours under the pretext of
inspection.

The statement issued by the Feminist Captive Movement at Damoun Prison, discusses the issue of violence against women and the violations they are subjected to, especially Palestinian female detainees who suffer in the Israeli prisons.
The statement declares the following: "on the occasion of the Anti-violence against women campaign and the World day of Anti-violence against women, and being a part of the world's women who are subjected to violence, slavery and cultural, political and social abuse, we the Palestinian female detainees in Israeli jails consider ourselves part of the national and international feminist movement, we salute and appreciate women's struggle wherever they are. We call to continue struggle to abolish all forms of discrimination, violence and exploitation. We cannot separate our national and social struggle, and we call you to strict to real resistance to eliminate all forms of discrimination, and fight to free the occupied people who are subjected to apartheid".
In the same context, female detainees complained on the harassments they are subjected to recently. They explain that after moving the detainees from Damoun to Hasharon prison the suffering increased, where the administration of Damoun prison is striving to find ways in order to humiliate the dignity of female detainees, without taking into account their femininity and their special needs.
There are many arbitrary procedures taken by the administration of Damoun prison against detainees such as: decreasing the hours of taking a break in the yard, and distribute it into three stages to prevent female detainees from meeting and talking to each other. In addition, the head of the prison had deliberately visited the prison during the time of the break, which deprived them of going out. Thus, the prison administration violates the privacy of female detainees and deliberately retains their belongings especially books, let alone Damoun prison is very old and lacks the minimum necessities of life.

2018 is the year of racist legislations and collective punishments
2018 witnessed a violent attack against detainees in Israeli jails, where the Israeli occupation authorities launched a fierce war against detainees and their families through systematic policies. These policies are represented in the policy of oppression and abuse, breaking into of the detainees' rooms and sections, administrative detention, solitary confinement, medical negligence, the detention of minors, imposition of high fines, preventing visits and prohibition of education.
The Israeli Knesset has witnessed a race among its extremist members in adopting racist and arbitrary laws against Palestinian prisoners, such as deducting salaries of martyrs and detainees, execution of detainees, terminating the funding of detainees medical treatment, displacing detainees' families far from their residence and legislating a law that prohibit the early release of detainees.
Facts and figures
(6489) detention cases during 2018
The Israeli occupation authorities have increased the range of detention against Palestinian people, where the total number of detention cases during 2018 is (6489) cases, including: (1063) minors, (140) females, (6) deputies and (38) journalists.
Moreover, the Israeli courts issued (988) administrative detention orders, and the highest rate of detention was on January with (675) cases.
Geographical distribution of detention cases in 2018
The largest percentage of detention cases was in the west bank cities with (4495) cases, constituting (69.3%) of the total number of arrests during 2018. Then comes Jerusalem with (1803) cases, constituting (27.8%) of the total number. Detention cases also included arrests from Gaza strip with (191) cases, constituting (2.9%) of the total number of arrests.
By the end of 2018, there are (6000) Palestinian detainees, distributed on 22 jails and detention centers, such as: Nafha, Raymond, Jelboa, Negev, Ofer, Megiddo, Hadareem, Al-Ramlah, Ashkelon and Beersheba.
Detainees are distributed as the following:
(250) minors
(54) Females
(8) Deputies in the Legislative Council
(450) administrative detainees
(750) sick detainees who suffer from different diseases, including (200) who need an urgent medical intervention, there are also (34) who have cancer.
(87%) are detainees from West Bank, (8%) from Jerusalem and (5%) from Gaza Strip.
Long-term detainees: there are (48) detainees who spent more than 20 years in jails, including (27) who was arrested before Oslo Accord.
(217) Martyrs of the Prisoners' Movement: (5) detainees died during this year, including those who were in jail and those who died after being arrested; Yaseen Saradeeh, Azeez Ewaisat, Muhammad Anbar, Mohammad Marshood and Mohammad Al-Khateeb. Moreover, occupation authorities have retained the bodies of martyrs directly after killing them in fields without constituting any threat to the Israelis.
(23) Arab detainees who carry the Jordanian and Syrian nationalities are jailed in Israeli prisons.
Palestinian female detainees in jails
The Israeli occupation authorities increased its violations against female detainees during 2018, where the (54) females jailed at Damoon prison suffer from the violent procedures of the prison administration, in addition to the overcrowding in rooms, neglecting their medical cases, depriving them of visits and exposing them to attacks by the Nahshon forces. Moreover, they suffer from the transfer to courts in the light of transferring them from Hasharon to Damoun prison.
Despite the protests of female detainees, the prison administration continues the abusive and provocative procedures against them, and the surveillance cameras are still installed in the prison's yard and inside the sections, which restricts their freedom. (32) Female detainees have refused to go to the yard in a protest against the installation of cameras in Hasharon prison.
Child detainees,, sentences and fines
The international conventions on human rights, especially the Convention on the Rights of the Child, stressed on the necessity of protecting children and their lives and their chances of growth and development. However, the Israeli occupation authorities made killing and arresting Palestinian children their first choice. They still hold (250) minors the vast majority of them are held in Ofer and Majeddo prisons. They Israeli authorities practice the worst policies of torture, repression, the issuance of high sentences and fines, deprivation of family visits and prosecuting them on courts of adults. Moreover, there are nearly 100 minors from Jerusalem who got held in house detention in 2018, which caused serious social, psychological and educational effects on them and on their families.
Administrative detention
Administrative detainees conducted a hunger strike represented in boycotting the occupation courts at all levels since 15/2/2018, due to making the administrative detention a collective punishment for detainees and their families.
The step of hunger strike and the boycott is very supportive to the collective work of administrative detainees through the formation of a committee that speaks on their behalf, as well as the lawyers' commitment of not appearing before courts of occupation. However, nearly (450) administrative detainees are still held in Israeli jails including 6 elected representatives.
Medical negligence
(750) sick detainees are held in occupation prisons, they suffer from different illnesses, including (200) detainees who suffer from serious diseases and need a life-saving surgeries. (34) of them have cancer, and (70) of them suffer from physical and psychological disabilities. In addition, there are tens of wounded detainees who were shot during their arrest.
Detentions and collective punishments
The daily arrests by the Israeli occupation forces against the Palestinians constitute a flagrant violation of the rules of international humanitarian law, international human rights law.
As part of the policy of collective punishment by the occupying power, several Palestinian families have been targeted to demolish their homes, withdraw work permits and arrest the majority of family members. The occupation state has recently adopted a policy of collective punishment against the Palestinian people, especially the families of martyrs and detainees. This policy is used by the occupation to press on Palestinian families and destroy their lives, to deter them and break their will and to stop the struggle against this racist state.
Hunger strikes
The year 2018 witnessed a battle of will and determination with the so-called "empty stomach battle" inside the Israeli jails. Cases of hunger strikers have increased individually and sometimes some of them have joined in solidarity. All strikes were as protest against the policy of administrative detention, transfer, solitary confinement and medical negligence. In this context, (39) administrative detainees have conducted hunger strike during 2018 protesting against their administrative detention, such as: Rezeq Rjoub and Kefah Khateeb.
Israel racist laws
The year 2018 witnessed a great deal of extremism by the Israeli Knesset in presenting draft laws and racist legislation against the Palestinian people in general and the captive movement in particular, including: a draft law to expel the families of operation executors, the law of deducting money paid by the Palestinian National Authority, the law of preventing the fund of detainees and wounded persons, the law of prohibiting family visits and the law of retaining martyrs bodies.
Targeting Palestinian journalists
The Israeli occupation authorities increased the targeting of Palestinian detainees and arresting activists on social media since the outbreak of "Al-Quds intifada" on October 2015. It witnessed an unprecedented repression of the freedom of opinion and expression. The occupation forces have arrested more than (40) journalists and tens of violations against them were recorded. (27) Journalists are still held in Israeli jails in an attempt to deter them and preventing them of saying the truth. They also arrested more than (350) Palestinian citizens during 2018, including females, children, journalists and authors due to posts on social media.

Ramallah: the occupation authorities arrested (551) Palestinians from the occupied Palestinian territories during October 2018,
including (74) minors and (15) females.
Detainees and Human Rights Organizations (the Commission of
Detainees' Affairs, the Palestinian Society Prisoner's Club and
Aldameer Association for Human Rights) pointed out through a
fact sheet issued today that the occupation authorities arrested
(91) citizens from Jerusalem, (61) from Ramallah and Al-Bereh,
(75) from Hebron, (44) from Jenin, (26) from Bethlehem, (45)
from Nablus, (100) from Tulkarem, (28) from Qalqilia, (10)
from Tubas, (9) from Salfit, (10) from Jericho and (12) from
Gaza Strip.
The number of detainees in Israeli jails until October 31, 2018 is
about (6000) detainees, including (52) females, (270) minors
and (430) administrative detainees.
Collective punishment against the Na'alweh's family
Occupation forces still impose a series of collective punishments
against the family of Ashraf Na'alweh from Shwaikeh/
Tulkarem, who is accused of performing "Burkan" attack on
October 7, 2018. Occupation forces are imposing a siege at the
Shwaikeh neighborhood since a month, and break in the area
every day. They arrested (100) citizens form Tulkarem during
October including (11) females.
Other than that, the occupation forces tightened its measures on
checkpoints and towns surrounding Shwaikeh neighborhood, in
addition to the daily storming carried out to inspect people's
houses in the area and other arbitrary procedures that come as a
part of collective punishments practiced by the occupation
forces.
From the perspective of human rights organizations, the
occupation forces take the attack of "Burkan" as an excuse to
impose collective punishment, which is banned in accordance
with article (33) of the Fourth Geneva Convention. There is a
possibility of activating procedures that allow using the most
severe torture against detainees from the family and friends of
Ashraf under the pretext of having information that may help to arrest him.
The contracting parties at the Fourth Geneva Convention call
upon obliging Israel to respect the International Humanitarian
Law and to hold it accountable for the violations and collective
punishments committed against citizens in the occupied Palestinian territories.
Administrative Detention
The military leader issued a new administrative detention order
against the deputy in the Legislative Council Khalida Jarrar for
four months ending in February 28, 2019, where this is the
fourth administrative detention order against Jarrar.
The occupation forces arrested Jarrar from her house in
Ramallah on June 2, 2017, knowing that she was elected as a
member in the Legislative Council since 2006, and was
appointed as a chairman of Detainees Committee at the council.
She is a leading figure in the Palestinian society and a mother of two daughters.
Solitary confinement… the occupation's weapon to abuse detainees psychologically and physically
Solitary confinement for long periods aims at humiliating
detainees, as what happened with the detainee Ibrahim al-Ra'I
on 11/4/1988, who was killed after solitary confinement for nine months.
The occupation's intelligence still isolates the detainee Ibrahim al- Arooj (33 years old) from Bethlehem in difficult conditions.
During his visit by the lawyer he said that he's deprived of family visits and that he's prevented from going out to the
prison's yard without being handcuffed. Whenever he goes to
the clinic or being moved to isolation he must be handcuffed. In
addition, he suffers from the inspections to his cell and
damaging his belongings. The commission also documented the
cruel treatment he was subjected to recently during his transfer
to the Tselmon crossing border to attend the court.
It is worthy to mention that the detainee al- Arooj is the oldest
administrative detainee from Bethlehem, and he is jailed without
a charge since January 25, 2016.
Female detainees at "Hasharon" continue their strike during October
Female detainees at "Hasharon" continue their strike which is
represented in abstaining from going out to the prison's yard, in
a protest against operating cameras in the yard.
The prison administration did not cease to violate the privacy of
female detainees, but they impose humiliating penalties against
them such as depriving some family members of the visit,
preventing them from using hot water and treating them in a bad
manner by the doctors of the clinic.
In support of the females strike, four detainees at Hadareem
prison announced their open hunger strike: Khalil Abu Eram,
Kefah Hattab, Abdulrahman Abu Lebdeh and Ahmad al-Ser.
After more than 50 days of strike, the prison administration
transferred them to Al Damon prison.

The Commission of Detainees and Ex-Detainees Affairs narrates the details of torturing 5 detainees during their arrest

The Commission of Detainees and Ex-Detainees Affairs documented in its report on Thursday the testimonies of 5 detainees, who narrate the details of torture and degrading treatment they were exposed to during their arrest and interrogation in Israeli detention centers.
In this context, Obada Qnais (16 years old) narrates his detention conditions, indicating that he was arrested after the occupation forces broke into his house in Ayda camp near Bethlehem. He was beaten and slapped on the face in front of his family, and then transferred to Al- Maskoubya detention center to interrogate him. During his existence at the interrogation cell, interrogators deliberately humiliated him and forced him to sit handcuffed on the chair and did not allow him to go to the restroom. He remained at the same situation all the day. Later, he was transferred to the minors' section at Ofer prison.
The occupation army attacked the 16-years-old Mohammad Sbaih after breaking into his house in Khader village near Bethlehem. He was transferred to Itzion detention center for interrogation; while they intended to yell at him and frighten him in order to force him confess guilt. He was also forced to go out of the interrogation cell and stay outside in the cold weather for 6 hours before transferring him to Ofer prison.
The Israeli soldiers tortured the minor detainee Qais Jamous (16 years old) during clashes broke out in his hometown Qalqilia. He was attacked by many soldiers who beat him in an arbitrary way. He was then transferred to Are'ail interrogation center and then to the minors' section and Megiddo prison.
The report also showed that the Israeli occupation forces severely beat Mohammad Bahsh (21 years old) and Mohammad Shakhsheer (20 years old) from the city of Nablus. This happened during breaking into their houses and arresting them. They were transferred to Megiddo prison.

About one million Palestinians have experienced detention
The Commission of Detainees Affairs affirmed that the history of the Palestinian Captive Movement started with the beginning of the Israeli occupation of the Palestinian territories in 1948. It also affirmed that the Israeli authorities used detention as a policy of controlling the Palestinian people and as a means of collective punishment. The number of arrest cases is estimated to one million cases throughout the years of Israeli occupation.

The most prominent violations practiced by the prisons administrations against Palestinian detainees:
· Medical negligence
The policy of medical negligence has increased recently, where the number of sick detainees has risen to more than 700 cases of illness, including 95 cases of disability, paralysis and chronic diseases. Moreover, there are more than 30 detainees who suffer from cancer, and 25 detainees who have mental diseases.
Studies conducted by the Commission of Detainees and Ex-Detainees Affairs indicate that 60 martyrs died since 1967 due to deliberate medical negligence, bringing the number of martyrs to (217)
· Minors' detention
Israeli occupation forces did not exclude children from detention, whether be males or females, and did not respect the international agreements in dealing with them. They arrested thousands of children putting them in jails without taking into consideration their age or their weak body structure. Moreover, they practiced many types of physical and psychological torture, bad treatment and many other violations. The rate of torture and bad treatment is estimated of 90%, where Israel has legislated their detention and torture not based on security reasons as they claim, but it is a punitive measure against children to destroy their future and dreams. 300 male and female children under the age of eighteen are currently imprisoned in Israeli jails.
· Administrative detention
Administrative detention is the most arrogant method practiced by the Israeli occupation forces as a systematic policy against Palestinians. They made it a firm policy since 1967 and resorted to it as an easy choice to justify detaining Palestinians without charges or trails under the pretext of the so-called "secret file". It is practiced as a collective punishment against thousands of Palestinians contrary to the rules of International Law. Since 2000, nearly 25.000 administrative detention sentences were issued against males and females, and currently there are 450 administrative detainees imprisoned in Israeli jails.
· Solitary confinement
The punishment of solitary confinement has escalated through a decision by the Israeli Intelligence, where this isolation is renewed every 6 months under the pretext of security reasons and that the detainee poses a threat to Israel's security.
The number of isolated detainees reached to 15 during 2017, detained in harsh conditions where the cells are very small, narrow and full of insects. The majority of them are prohibited form family visits.
· Depriving families of visits and imposing fines
The Israeli occupation authorities continue to deprive hundreds of detainees of family visits under feeble security reasons, including the detainee's relatives of first class such as: (mother, father, son and wife), which falls under the policy of collective punishment.
The Israeli Prison Service deliberately use the visit as a means of punishment for detainees, and also for their families due to the searches on checkpoints and preventing many of them of entering the checkpoint. They also practice the policy of imposing high fines on detainees and minors.
· Transportation
The transportation among prisons is a real suffering for detainees. "Bosta" is a term used for the process of transferring detainees from one prison to another or to the court. This "journey" may take many days, where detainees are transferred by huge buses and kept for many hours in iron cages.
· Female detainees
Female detainees are exposed to beating, insults, cursing and threatening during their interrogation and detention. Their suffering continues through solitary confinement, denial of family visits, deprivation of medical treatment and education. Currently, there are 64 female detainees in Hasharon and Damoon prisons, including 11 mothers, 10 minors and 7 females who have relatives in prisons.
