Serious escalations in dealing with detainees held in Itzion detention center

The Commission of Detainees’ Affairs disclosed serious escalations pursued by the occupation forces in dealing with detainees held in Itzion detention center, as there are new tactics that aim at harming detainees physically and psychologically.

According to the last visit managed by the commission’s lawyer, she pointed out that detainees are brought to the visit handcuffed, blindfolded with there heads covered by plastic bags, which is a reminder of the harsh scenes of interrogation used in the first and second uprising.

The report showed that the plastic bag is tightly wrapped around the mouth and nose of detainees, making it difficult to breathe.

The lawyer emphasized that detainees were brought to visits to a room that is empty of chairs, and that the soldiers tended to surround them in a horrific manner. In addition, they tried to disrupt the visit and asked for finishing it.

The lawyer pointed out that all detainees were subjected to beat and torture, as bruises were apparent on their bodies, and their rooms were stormed for times without any justification.

It is worth mentioning that Itzion detention center is located between Bethlehem and Hebron, managed by an army unit.
(120) detainees are currently held there, the majority of them are under custody or administrative detention.
(916) visits have been managed since the end of the past year.

The total number of arrests stands at (11.500) in the West Bank and Jerusalem.

Women: the total number of women arrests stands at (430) including women arrested from the lands occupied in 1948, in addition to Gazan women who have been arrested in the West Bank.
. Children: the number of children arrests stands at (750)
. Journalists: (132) journalists have been arrested, (59) of them are still under arrest, including (6) female journalists and (31) journalists from Gaza.

More than (9392) orders of administrative detention have been issued since October 7, ranging between new orders and renewals, including orders against children and women.

Detention campaigns carried out since October 7 are accompanied by escalated crimes and violations such as humiliation, brutal beat, threats against detainees and their families, besides to vandalism and destruction in detainees’ houses, confiscating vehicles, gold and money, in addition to the destruction of infrastructure especially in the refugee camps of Tulkarem and Jenin.

Statistics include detainees who were arrested from their houses, on checkpoints, who surrendered themselves and those who were arrested as hostages.

Besides to detention campaigns, the Israeli forces implemented field executions, afflicted detainees and their family members.

The highest record of arrest cases was in Hebron and Jerusalem

🔴 (41) detainees martyred in Israeli prisons and military camps since the 7th of October, in addition to (24) martyrs from Gaza who died in Israeli prisons and detention centers, whom the occupation has not announced their names or martyrdom conditions. Moreover, they acknowledged the execution of many detainees.

The remains of (39) detainees who martyred after October 7 are still withheld, among (50) martyrs.

Data exclude detention cases of Gaza, due to the occupation’s refusal to give any information and the continuation of practicing the crime of enforced disappearance against them. It is worth mentioning that the occupation forces arrested about (4500) citizens from Gaza, in addition to hundreds Gazans who have been arrested in the West Bank.

The total number of detainees held in Israeli prisons stands at(10100), including (3398) administrative detainees, in addition to (1618) detainees who have been classified as illegal fighters.

.(94) female detainees are held in Damoun prison, including (3) detainees from Gaza, in addition to (29) administrative detainees. These figures exclude women detainees from Gaza, as there might be detainees held in military camps and facilities of the occupation.

. (270) children are currently held in isolation prisons

The Commission of Detainees’ Affairs and the Palestinian Society Prisoner’s Club stated that the crime of administrative detention is increasing unprecedentedly, as 9500 orders of administrative detention have been issued since the beginning of genocide. There are currently (3398) male administrative detainees held in Israeli prisons, (30) women and (90) minors, including a 14-year old child, Ammar Kareem.

The great changes on the number of administrative detainees are linked to the level of detention campaigns carried out in the West Bank and Jerusalem, as more than 11.500 arrest cases have been recorded.
The Commission and the Society followed up with the crimes accompanied to administrative detention, such as assassination attempts.
The Commission and the Society explained that the category of administrative detainees indicated the extreme nature of these arrests, aimed solely at undermining any active social, political, or intellectual roles, which serve to impose further control and surveillance over the citizens. This is evident in the administrative detention of students, journalists, activists, and human rights defenders. Additionally, they arrest and target former prisoners, who constitute the majority of administrative detainees.
The Commission noted that recently, occupation intelligence services have intensified the transfer of some detainees, whose sentences had ended, to administrative detention. Administrative detention orders have also been issued against detainees released on financial bail or with specific conditions, or even without conditions.

In this context, the commission and the society reviewed significant information about following up administrative detainees in military courts, where they proved that the military courts constitute a fundamental tool to reinforce the occupation’s crimes. When the settlers government came into power, the military courts fallen into the hands of settlers groups.
We affirm that pursuing cases in the occupation’s courts, especially regarding administrative detention, is futile and has granted (legitimacy) to these unjust courts.
Despite this, based on the detainees’ desire amidst the unprecedented torture, abuse, and crimes they endure, and the wish of their families, we have continued to monitor their cases to maintain the link between lawyer and detainee despite the severe restrictions imposed by the Israeli prison administration.
Based on all given information and data, we stress on the firm position of human rights organizations to take necessary actions to gradually boycott the courts of the occupation, especially in the case of administrative detention, as it has national and strategic implications on the fate of detainees’ cause, and we are looking forward for taking this significant step.

The Commission of Detainees’ Affairs and the Palestinian Society Prisoner’s Club stated that the repressive forces subordinate to the Israeli prison service had committed a new crime against the leader detainee Marwan Barghouthi, member in the Central Committee of Fatah Movement, and his comrades isolated in the cells of Megiddo prison. The crime is represented in subjecting him to brutal attack on September 9, 2024, which led to several injuries in his body, specifically the upper part of his body.

Based on the information recounted by the commission’s advocate, the beating was focused on the head, ears, ribs and limbs, causing a bleeding in his right ear, injury in the right arm and severe pains in the tibs, chest and back. He had infections in his ear and difficulty in his movement, due to the deliberate medical neglect.

The plight of detainees held at Negev prison is increasing since October 2023

The advocate of the Commission stated, after managing a visit to Negev prison in 27/10/2024, that the general condition is still difficult at all levels, as there is no improvement in the quality and quantity of food, and detainees have summer clothes that don’t fit to this cold weather.
In addition, all detainees are infected with scabies and don’t receive any medical treatment, and deprived of personal hygiene and bathing supplies, which led to the deterioration of their health conditions.

Detainee Maher Qadi, 54, from Bitonia/ Ramallah, confirmed this stating: “ detainees are suffering from scabies, as one acne on the body deprives the detainee from sleeping due to severe itching.
Qadi has diabetes, heart problems and high lipids, where he suffers from dizziness. However, the administration of prison does not provide the appropriate treatment and deprives him of making medical examinations. He only receives blood thinners.”
He added: “special forces stormed the room in 7/10/2024, started to beat us and tore the sole clothes we have. I got severe pain in the abdomen due to beating.”

It is worth mentioning that Qadi is married and a father of one son and three daughters. He was arrested in 20/3/2024 and sentenced to administrative detention.

Minor detainees held in Megiddo prison are living inhumane conditions

The Commission of Detainees’ Affairs stated that the Israeli occupation forces still escalating in detaining children, imposing inhumane and abusive measures on them.
The commission confirmed that the measures and penalties imposed on adults also are applied to children since October 7, 2023.
Children detainees are held in cells, isolated from the outside world, deprived of family visits, and exposed to the policy of starvation.
The commission called on international human rights organizations to take their responsibility towards the violations committed against Palestinian children, who are subjected to horrific crimes.
It is worth mentioning that (250) children are currently held in Megiddo and Ofer prisons.
