Commission of Detainees Affairs: Continuation of poor living conditions and deliberate medical negligence in Itzion detention center, Ofer, Ashkelon and Remon prisons

🔴 The administration of Ofer prison practices deliberate medical negligence against detainees Darraj and Shamasnah

-Both sick detainees Bahaa Darraj, 32, from Ramallah and Muhammad Shamasnah, 26, from Jerusalem are deprived of treatment and medication, left as victims of permanent pain.
-detainee Darraj has fracture in the pelvis before detention and was receiving treatment at Palestine Medical Complex. He is currently deprived of treatment and just provided with painkillers.
-detainee Shamasnah has fractures in the nose, chest and shoulder due subjecting him to intense beat. He has a shot before detention, but currently he is not receiving any medical care.

🔴 Meeting detainees of Itzion detention center via WhatsApp to overcome the occupation authorities’ excuses

-the lawyer of the commission was able to overcome the occupation’s excuses, as the administration of Itzion detention center notified her of cancellation of detainees visitation under the pretext of fire in the road leading to the center. She insisted to conduct the visit and she was able to meet detainees via WhatsApp to make sure they are doing well. They confirmed that the general situation is difficult and complicated, as they are subjected to humiliation, torture, beat, deprivation of food and clothes and systematic policy of medical neglect.

🔴 The administration of Ashkelon prison is isolating detainee Ayham Kammji since 15/5/2024

-detainee Ayham Kammji was transferred from the isolation of Remon prison to the isolation of Ashkelon, as he stated that the conditions of isolation in both prisons are terrible. He also said that the administration confiscated his clothes and covers, served him a bad quantity and quality of food, where he lost 25kgs. The administration of prison does not take into consideration his serious health condition, where he suffers from problems in the intestines and needs special kind of food. He also suffers from pain in his leg, where he can’t walk. However, the so- called prison’s clinic did not provide him with any treatment.

*On the Palestinian Lawyer’s Day*

*30 arrest cases have been recorded among Palestinian lawyers since the beginning of genocide*

Ramallah- The Commission of Detainees’ Affairs and the Palestinian Society Prisoner’s Club stated that the number of arrest cases against Palestinian lawyers stands at 30 at least, including 2 female lawyers.

The Commission and the Prisoner’s Club confirmed that the occupation authorities have committed systematic crimes against lawyers during arrest, subjecting them to several retaliatory measures , similar to other detainees in Israeli prisons.

The Commission and the Prisoner’s Club confirmed today in a joint statement, on the occasion of the Palestinian Lawyer’s Day, that the occupation authorities have historically targeted lawyers and escalated the targeting over the past years. This coincides with the increasing discussions about the potential prosecution of the occupation in the International Criminal Court and the targeting of Palestinian human rights and civil institutions.

The Commission and the Prisoner’s Club stated that arresting lawyers came to crack down on their profession, as legal teams working in human rights institutions, especially who visit and represent detainees, were subjected to many obstructions since the beginning of the genocide in order to undermine their role and isolate Palestinian detainees from the world. Furthermore, the occupation authorities imposed a series of restrictions on lawyers working in military courts, which significantly affected their ability to continue their work to follow up on detainee cases.

In a previous statement, the commission and the prisoner’s club reviewed the most prominent restrictions imposed on lawyers, as the IPS prevented them from visiting detainees at the beginning of the war, but they were able to resume visits after many efforts made by relevant institutions. For instance: IPS intended to declare the state of emergency upon the lawyer's arrival to cancel the visit after a long journey, which was used several times, in addition to the procrastination in responding to visit requests, which sometimes takes two weeks or more, besides the attacks and threats that detainees are subjected to before and after meeting the lawyer. It is worth noting that a group of lawyers were recently prevented from visiting detainees.

The occupation continues to impose the crime of enforced disappearance against the majority of Gazan detainees, through preventing legal teams and and the International Committee of the Red Cross from communicating with them, knowing that the attempts made by related organizations have enabled some lawyers to visit a limited number of them under strict conditions, as lawyers are subjected to thorough searches and prevented from bringing any note to detainees.

In this context, the commission and the prisoner’s club confirm the crucial role played by Palestinian lawyers, especially during the war and the unprecedented level of crimes.

The commission and the prisoner’s club called for the protection of legal teams and support them by international human rights organizations amid the constraints they encounter, in order to be able to perform their vital and important duties at all levels.

The total number of arrests stands at (9600) in the West Bank and Jerusalem.

Women: the total number of women arrests stands at (325) including women arrested from the lands occupied in 1948, in addition to Gazan women who have been arrested in the West Bank.
. Children: the number of children arrests stands at (670)
. Journalists: (88) journalists have been arrested, (52) of them are still under arrest, including (6) journalists and (15) detainees from Gaza .

More than (7500) orders of administrative detention have been issued since October 7, ranging between new orders and renewals, including orders against children and women.
Detention campaigns carried out since October 7 are accompanied by escalated crimes and violations such as humiliation, brutal beat, threats against detainees and their families, besides to vandalism and destruction in detainees’ houses, confiscating vehicles, gold and money, in addition to the destruction of infrastructure especially in the refugee camps of Tulkarem and Jenin.

Statistics include detainees who were arrested from their houses, on checkpoints, who surrendered themselves and those who were arrested as hostages. Besides to detention campaigns, the Israeli forces implemented field executions, afflicted detainees and their family members. . (18) detainees martyred in Israeli prisons and military camps since the 7th of October, in addition to tens martyrs from Gaza who died in Israeli prisons and detention centers, whom the occupation has not declared their names or martyrdom conditions. Moreover, they acknowledged the execution of many detainees.

It is said that the corpses of (16) detainees who martyred after October 7 are still withheld, among (27) martyrs.

Data does not include detention cases of Gaza, due to the occupation’s refusal to give any information and the continuation of practicing the crime of enforced disappearance against them. It is worth mentioning that the occupation forces arrested (4000) citizens from Gaza, in addition to hundreds Gazans who have been arrested in the West Bank.

The total number of detainees held in Israeli prisons stands at(9700), including (3380) administrative detainees, in addition to (1400) detainees who have been classified as illegal fighters.

.(80) female detainees are held in Damoun prison, including (2) pregnant detainees (Jehad Nakhleh and Aysha Ghithan) , and (22) administrative detainees.

. (250) children are currently held in isolation prisons

Th head of the Commission of Detainees’ Affairs, Qaddura Fares, called the free people around the world, civil institutions, factions and governments to intervene immediately to end the fascism and racism of the occupation, represented by the occupying state and its Zionist regime, and headed by Netanyahu, Ben Gvir and Smotrich.

Fares stated that the free people of the world should look at the picture of liberated detainee Muazaz Ebayat from Bethlehem, who was released a couple of hours ago, and turned from an athlete into a disabled person. He was released in a heartbreaking scene, as his after and before picture reflects the extent of change in his body and health”.

He added: “ The liberated detainee Ebayat was subjected to beat and tortured during his detention, as he had fractures and was left without any medical care, treatment or medicine. The IPS practiced organized terrorism by Netanyahu’s barbaric gang against him, and this is the situation of thousands of detainees who are subjected to slow death on a daily basis”.

Fares stressed on the necessity of ending this hatred that threatens the humanity, confirming that it is shameful to keep Israel as part of the international system and that its existence has become a danger to the whole world. He called for the formation of immediate international investigations committee to reveal the crimes committed inside the Israeli prisons and detention centers, and stressed on the necessity of issuing arrest warrants by the International Criminal Court against those who work in the IPS and their military and political leaders.
