*Brief on detention campaigns carried out in the West Bank since October 7 until June 3, 2024*

The total number of arrests stands at (9000) in the West Bank and Jerusalem.


. Women: the total number of women arrests stands at (300) including women arrested from the lands occupied in 1948, in addition to Gazan women who have been arrested in the West Bank.

. Children: the number of children arrests stands at (635)

. Journalists: (80) journalists have been arrested, (50) of them are still under arrest, and (12) detainees from Gaza

. More than (5900) orders of administrative detention have been issued since October 7, ranging between new orders and renewals, including orders against children and women.


Detention campaigns carried out since October 7 are accompanied by escalated crimes and violations such as humiliation, brutal beat, threats against detainees and their families, besides to vandalism and destruction in detainees’ houses, confiscating vehicles, gold and money, in addition to the destruction of infrastructure especially in the refugee camps of Tulkarem and Jenin.

Statistics include detainees who were arrested from their houses, on checkpoints, who surrendered themselves and those who were arrested as hostages.

Besides to detention campaigns, the Israeli forces implemented field executions, afflicted detainees and their family members.

(18) detainees martyred in Israeli prisons and military camps since the 7th of October: (Omar Daraghmeh from Tubas, Arafat Hamdan from Ramallah, Majed Zaqqul from Gaza, the fourth martyr’s identity is unknown, Abdulrahman Maree from Salfit, Thaer Abu Assab from Qalqilia, Abdulrahman Bahsh from Nablus, Muhammad Sabbar from Hebron, Khaled Shawish from Tubas, Ezz Al-deen banna from Gaza, Assef Refae from Ramallah, Ahmad Qdaih and Jumaa Abu Ghnaimeh, Walid Daqqa, Abdulraheem Amer, Dr. Adnan Barsh, Ismail Khader) in addition to the wounded detainee Muhammad Abu Snaineh from Jerusalem, who martyred in Hadassa Hospital.

It is said that the corpses of (16) detainees who martyred after October 7 are still withheld, among (27) martyrs.
It is worth mentioning that the Israeli media revealed information that indicates the martyrdom of tens of detainees from Gaza in military camps, while the occupation authorities refused to reveal their identities. Moreover, they acknowledged the execution of many detainees.

Data does not include detention cases of Gaza, due to the occupation’s refusal to give any information and the continuation of practicing the crime of enforced disappearance against them. It is worth mentioning that the occupation forces arrested (4000) citizens from Gaza and released (1500), in addition to hundreds Gazans who have been arrested in the West Bank.

The Head of the Commission of Detainees and Ex-Detainees’ Affairs, Qaddura Fares, called on international community institutions to intervene immediately to stop the policy of executions against Palestinian detainees in Israeli prisons, which escalated since October 7.

Fares condemned the crime published on Israeli media, represented in the martyrdom of detainees from Gaza Strip, due to intense beat and torture they were subjected to during transferring them from the city of Khanyounis to Sadeh Timan prison, which was designated to detain the abductees from Gaza.

Fares said: “executing Palestinians in this manner, revealed by Haaretz newspaper, indicates the brutality of the occupation soldiers, who became decision makers in determining the mechanism of dealing with Palestinian detainees and controlling their destiny. Signs of beat and torture appear on their bodies, which reflects the brutality of Israeli soldiers that threats humanity.

Fares called for establishing an international humanitarian committee, based on UN resolutions, to reveal the fate of detainees from Gaza Strip, and to visit their place of detention “Sadeh Timan” in Beersheba, to examine their conditions and reveal the execution carried out against them, noting that this place is a military base for the army, which was turned into place of torture and execution.

The attorney of the Commission of Detainees’ Affairs confirmed, after visiting Itzion Detention Center, in which 115 detainees from different places in the West Bank are held, that the situation is getting worse and more complicated day by day. Soldiers broke into two rooms following a protest by detainees on the provided food, which was full of sand and filth, as it fell down on the ground. Soldiers beat detainees intensively when they refused to eat the meal.

Moreover, soldiers intended to invade the rooms of detainees on Saturdays and Wednesdays as sessions of torture, amid insults and screams, in addition to stripping them of their clothes under the pretext of inspection.

According to detainees’ testimonies, many of them had fainted more than once, due to malnutrition and lack of water. Detainees drink from water tap which is hot and full of impurities and eat cold stinky meals, which led to the spread of digestive system diseases and immune deficiency, besides weight loss.

The attorney of the Commission conveyed the details of the serious health condition of detainee Mutasem Arman from Ein Yabroud/ Ramallah. He was detained in 24/10/2023 for 6 months under the administrative detention, where he was arrested again after 12 days of his release and sentenced to 6 months of administrative detention. He is sick and did not complete his treatment when he got released.
He was subjected to torture during his first detention, as the soldier blindfolded and handcuffed him, and then he put something inside the detainee’s ear which reached to his brain and caused severe pain. Moreover, he was beaten on the chest and he is supposed to have a CT scan to the brain and chest, but he got arrested.
Furthermore, Arman suffers from liver problems and severe headache which leads to fainting. They gave him painkillers without knowing the details of his case.

In a different context, and according to the attorney’s visit to Megiddo prison, it has been observed that Scabies spreads among detainees due to the absence of minimum personal hygiene basics, such as soap and shampoo, in addition to the lack of clothes.

The Commission’s attorney was able to visit several minor detainees held in Megiddo prison, who are resisting the attempt of assassinating their childhood with their young ages and thin bodies, as they are subjected to retaliatory punitive measures based on intense beat, torture and abuse on a daily basis by the prison’s administration.

Minor detainees gave a detailed account to the commission’s attorney on their complicated situations, saying: “we are detained in section (3), which is designated for minors. There are (120) children, the majority of them are school students, including (18) children from Gaza. We suffer from the overcrowding in rooms, as (9-14) children are held in the same room.
We suffer from the spread of scabies, due to depriving us of bathing, confiscating our clothes and preventing us from possessing shampoos, soaps and sanitizers. The infection increases day by day, and we are deprived of medications, treatments and going to the clinic, noting that some cases have reached an advanced stage and there is a real threat to our lives “.

Children added: “ the symptoms of disease appear on our bodies in an irritating way, both physically and psychologically. The vast majority of us cannot sleep due to pain, strong itching and the spread of wounds and ulcers. The disease is getting worse with the high temperature, where any child who requests treatment is exposed to beat and insult. Guards enter sections and rooms to count or attack children, while wearing gloves and masks”.
The commission’s attorney emphasized that children from Gaza are detained in two separate rooms, and prevented from communicating other children. The majority of them suffer from injuries in different parts of their bodies resulted from beat and torture during arrest. It is worth mentioning that they were (34) two months ago, and those who turned 18 have been transferred to other prisons, only (18) of them remained in Megiddo prison.

The Commission of Detainees and Ex-Detainees’ Affairs expressed its deep concern for the lives of minor detainees, and called on the local and international committees and institutions concerned in childhood protection to take actual measures to stop these crimes and put an end to prison’s administration ill-treatment.

The attorney of the Commission of Detainees’ Affairs stated, after visiting Negev prison, that the prison’s administration intended to take detainees who are supposed to be visited to a courtyard away from surveillance cameras, handcuffed and blindfolded, where soldiers start to beat and curse them in order to prevent them from meeting the attorney and conveying what they are subjected to in terms of physical and psychological abuse, that exceeded all limits since October 7.

This what both detainees Musa Aqel, 39, from Qalqilia and Majid Jarrad ,45, from Toulkarem have confirmed, as they were taken out of their rooms on the visit day at 6:00 am. The guard intended to tighten the handcuffs painfully, put them in a courtyard and attacked them with intense beat. It is worth noting that detainees used to be beaten after the attorney’s visit not before, but lately and due to the absence of accountability, detainees have become vulnerable to punishment and abuse at any time without any justification.

In a related context, retaliatory procedures and sanctions are still imposed on detainees as the following:

1. Wide spread of skin diseases among detainees
2. ⁠detainees are subjected to random beat much more than before
3. ⁠going to the courtyard of the prison is for one hour, and there is a white line that if they crossed it the break will be cancelled
4. Many detainees can only bathe once every two weeks
5. Food is extremely poor, as the meals provided for one week barely suffice for one day. Monday is considered a special day, as detainees receive three tablespoons of Hummos, four tablespoons of chickpeas and two pieces of falafel for each detainee

Regarding the constant use of medical ignorance policy in Negev prison, the commission’s attorney reviews two cases:

🔺Detainee Jihad Nassar, 26, from Qalandia refugee camp: he suffers from a complex and serious skin disease, as his dry body is covered with spots, redness and infections that cause severe pain. He suffers from severe pain and unable to move normally especially in his limbs. He also does eat nor bathe, and no treatment has been provided, noting that his disease continues to spread.

🔺Detainee Yaqoub Ashkar, 34, from Askar refugee camp, works as an officer in the Palestinian Intelligence Service: he suffers from problems in his colon and nerves, and needs a special type of medicine. However, the prison’s administration refused to provide the appropriate medication, giving himineffective alternative, which led to a state of health instability.

The Commission of Detainees and Ex-Detainees’ Affairs gave a detailed account in a report issued today of abuse and intense beat practiced against detainee Zaid Bsaisi, 47, from Toulkarem , in Jelboa prison.

The Commission stated that the detainee was transferred to Shatta prison and exposed to intense beat in 4/5/2024. A heavily armed forces accompanied by police dogs were awaiting him when he arrived at prison, as they attacked him and other detainees which causes bruises on his body.
He was sent back to prison in 30/4, and he is still held there.

In the same context, detainees in Jelboa prison are experiencing difficult and exceptional health conditions, as they are exposed to systemic physical and psychological torture. They are isolated from the outside world, deprived of using the canteen and prevented from communicating their relatives. All electrical supplies have been confiscated from their rooms.

The commission confirmed that what happened with the detainee Bsaisi happens to all detainees in all prisons, where there are several horrific measures that the prison’s administration is still pursuing, such as policies of torture and starvation.

The commission emphasized that the current policies, with all brutality and crimes committed against detainees, are systematic historical policies practiced by the occupation over decades. However, the only variable is in their intensity which increased after October 7, since the beginning of war on Gaza Strip.

The Commission of Detainees and Ex-Detainees’ Affairs revealed, based on its attorney’s visit, two cases of sick detainees held in the Israeli prisons, where they are detained in extremely serious health conditions, in addition to medical violations deliberately practiced against them, leading to the deterioration in their health conditions.

The commission pointed out that detainee Hassan Hammad suffers from heart muscle weakness, as it functions at 30% and aided by an external battery to improve its performance. He used to take special medications for heart problems before his detention but the prison’s clinic does not provide him with these medication under the pretext that his medicine is not available.

Regarding to his detention conditions, the commission stated that he was exposed to intense beat during arrest process which caused injuries and bruises,however, no treatment was provided.

As for the health condition of detainee Ashraf Sajadeya, he suffers from hypertension, in addition to injuries in his legs caused by brutal attack that he was subjected to in Negev prison, as prison’s guards attacked him with batons all over his body, causing additional wounds in the head and legs, hearing loss in the left ear, nerve problems and teeth grinding.

In a related context, detainees described the situation in prisons as awful, where they are deprived of personal items such as clothes. The provided food is poor in quality and quantity, and all electrical appliances have been withdrawn.
The Commission of Detainees and Ex-Detainees’ Affairs held the IPS fully responsible for detainees’ lives, and called on international institutions and human rights organizations to fulfill their commitments towards the cause of detainees, especially sick ones.

The Commission of Detainees and Ex-Detainees’ Affairs and the Palestinian Society Prisoner’s Club stated that detainee Wafa Zuhdi Jarrar, (49 years old), is undergoing a surgery to amputate large parts of her legs, due to the injury she had following her arrest by the occupation forces on May 21.

While Jarrar is encountering serious health condition, as she is still under the effect of sedation and uses respirator since transferring her to the hospital, the Israeli occupation authorities exacerbated their crime and sentenced her to 4 months of administrative detention, in the light of the continuous escalation of administrative detention crime, which afflicted thousands of our people.
The commission and the prisoner’s club confirmed that the occupation authorities delayed providing her attorney and family with a detailed report on her case, which increases doubts over the occupation’s narrative on the causes of her injury.
Jarrar was detained on May 21, following the break into her house in Jenin during the last military operation carried out by the Israeli army in Jenin and its camps. The detention process was accompanied by stealing gold and money from her house, in addition to intimidation, threats and vandalism to house’s belongings.
It is noteworthy that Jarrar is the wife of detainee Abduljabbar Jarrar, 58, from Jenin, detained since February 2024, and this is her first detention.
By transferring detainee Jarrar to administrative detention, the number of female detainees sentenced to administrative detention in Israeli prisons rises to 26, among 80 other female detainees.
The Commission and the prisoner’s club call on international human rights organizations to fulfill its commitments in the light of the genocide ongoing for about 8 months in Gaza with support of international powers. They alao called the terrible state of inaction towards the crimes of occupation with its unprecedented intensity since the beginning of onslaught, including the systematic crimes committed against detainees in Israeli prisons, notably torture and starvation.
There are currently more than (9300) detainees held in Israeli prisons until May 2024, including more than (3400) administrative detainees.

The head of the Commission of Detainees and Ex-Detainees’ Affairs, Qaddura fares, called on the international system in all its popular, non-governmental and official formations to witness the extent of the Israeli crime committed against patient detainees, through examining the case of liberated detainee Abdulbaset Ma’tan, who suffers from cancer. He was liberated yesterday from the Israeli prisons in difficult situation after serving two years under the administrative detention.

Fares said: “this silent world must look properly at both pictures of the sick detainee Ma’tan and how he looked like when he was released yesterday and examine his body, which disease, torture and beat had impaired. The world should listen carefully to what was imposed on him in terms of inhumane and unethical treatment that made him a victim to cancer, as the administration of prisons provided a fertile ground for the cancer to spread in this patient and resistant body”.

Fares added: “Abdulbaset has miraculously survived after he was exposed to medical ignorance and slow death as the administration of prison deprived him of medication and publicly ignored his case. They wanted to end his struggle inside the prison under the pretext of his sickness, but his clinging to life with determination, patience and resilience made him most powerful than his wardens and malignant disease, as well as starvation that melted his flesh “.

Fares called on international and domestic humanitarian organizations working in Palestine to form a committee to visit the liberated detainee Ma’tan, to become aware of all details of detention and treatment he was subjected to and imposed on him, and to document the crime of detention and medical ignorance against him in order to submit it to the UN bodies and human rights organizations, which might be a motivation to take responsibility toward detainees in Israeli prisons, whom the occupation denies their humanity and rights to ordinary life.

Fares pointed out that his demand stems from his disappointment of the entire international entities that accepted inaction and ignorance to which detainees are subjected to, represented in the awful onslaught since October 7 until today. Furthermore, they abandoned them to be victims of the fascism and barbarism of the occupation system, which breached all international agreements, conventions and norms in dealing with detainees, including hatred, racism and revenge.

Fares emphasized that what detainee Ma’tan was exposed to in terms of deprivation of his right to treatment, applies to more than two hundred detainees who suffer from chronic illnesses and in need of immediate medical intervention.

It is worth noting that the detainee Ma’tan, 50, from Burqa/ east of Ramallah, spent almost 10 years in Israeli prisons, the majority of his sentence was under the administrative detention, and he is considered one of the most difficult and serious cases among detainees, as he suffers from colon cancer and underwent many surgeries before his detention. He was having a treatment program but it was suspended due to detention.
