 Qaraqe'- the sums paid by Israel for the social benefits of the Jewish prisoners and criminals exceed 36 times the sums paid for the social benefits of the Palestinian families victims of the occupation.

Issa Qaraqe', the head of Commission of Detainees Affairs, accused the Israeli government of allocating a large budget to support Jewish prisoners who committed murder crimes and assaults against Palestinian people, in addition to supporting their families and funding Jewish terror organizations. Thus, the occupation government officially supports terrorism.

Qaraqe' called for the removal of Israel as an occupying state from the States of Democratic system, being a racist state in the region that practices the crime of the apartheid against the Palestinian people. Moreover, it legalizes the organized crime under a series of arbitrary and racist laws.

He added "we reject the comparison between the Palestinian detainees, the freedom fighters who struggled for the right of self-determination, and the Jewish terrorist prisoners". He also said that the Israeli government treated the Jewish terrorist prisoners who committed crimes against Palestinians with leniency, and supported them and gave them financial, legal and social support. It considered them as national symbols and mitigated their sentences.

Qaraqe' mentioned that the members of the secret Jewish organizations convicted in 1984 on charges of exploding cars and houses of municipality heads, exploding the Dome of the Rock, murdering 3 students at Hebron University and pottering 19 buses in Halhul and Bethlehem; Yehuda Etzion, Nir, Menachem Livni, Natan Zon, Israel Zak and others, are receiving high salaries from the Israeli government after their sentences were mitigated to 5 years of imprisonment. They also receive monthly allowances from social affairs and national insurance. Three of them work in the Prime Minister's Office and another serves as an advisor to Minister Naftali Bennett. Some of them, Yehudah Etzion, founded and still heads the Third Temple Assembly. Some of them became heads of regional councils or councils in the settlements.

Qaraqe' said that  the sentence of the Jewish criminal Yoram Shkolnak, who killed an Arab blindfolded and handcuffed man,  was reduced from life imprisonment to 10 years and was released after seven years, and received a monthly salary from social affairs and national insurance in Israel.

He added that the Jewish criminal Yoram Shitnhil, who burned the Dawabsha family, is still in prison and receives allocations from social affairs and receives a monthly salary from the Hanoino Israeli organization. According to the Hebrew press, he received within a year of his arrest an amount of 600 thousand shekels. Another case in point is the former head of the Shin Bet Danny Yatom, who executed two detainees after being arrested in the Gaza Strip in 1983, received retirement salary.

Qaraqe' said that the social benefits of families in Israel exceed the amount paid to the social benefits of the Palestinian families by 36 times according to the Central Bureau of Statistics in Palestine, and that the allocated sums to the families of martyrs and detainees are about 8% of the total government expenditure in 2016. He accuses the occupation of causing social and humanitarian disasters in the Palestinian society.
