The lawyer of the Commission of Detainees' Affairs, Fawaz Shaloudi, after visiting him at Ramlah prison, stated that the detainee Awawdeh (40 years old) uses a wheelchair, where he had a problem in the nerves of the brain and the eyes due to the hunger strike he went through.
He entered the hunger strike in 3/3/2022 protesting against his administrative detention and suspended the strike after 111 days upon promises to limit the period of his detention and release him.
However, after suspending his strike he has been sentenced to a new administrative detention rule for 4 months .Thus, he decided to go on a hunger strike until 31/8/2022. An agreement has been made between his lawyer and the administration of prisons to set him free on 2/10/2022.
The Commission of Detainees' Affairs pointed out that the administration of prisons had got around the decision of releasing the detainee Awawdeh, claiming that they will file an indictment against him.
Awawdeh sent a letter by the Commission's lawyer, saying: (I am recovering slowly, my morale is very high and I was not affected by keeping me in prison. I'm satisfied with God's will, and if they sentenced me to the administrative detention again, I won't hesitate to enter a hunger strike. I'm 50 kg now, and I can't walk without help).
The Commission calls on the international community organisations to intervene immediately to release the detainee Awawdeh. It's worth noting that he is married and a father of 4 daughters. He is a former detainee who spent the total of 12 years, including 6 years under the administrative detention.

The occupation authorities issued (1610) administrative detention orders so far this year. (30) administrative detainees are currently on hunger strike for (12) days , as an option that does not have an alternative, in protest against their administrative detention.
The Commission of Detainees' Affairs illustrated that the occupation authorities have issued (245) orders of administrative detention last September, with (1610) orders so far this year.
The Commission stated that the administrative detention orders included (723) new orders accounted for around (44.9%) of the total number, and (887) renewal orders accounted for (55.1%) of the total orders.
The Commission demonstrated that the number of administrative detention orders of this year has exceeded the the orders of last year (2021), which recorded about (1595) orders. This means that there is an obvious increase in administrative detention orders.
The Commission of Detainees' Affairs called on the Palestinian people to stand by the administrative detainees and support them in their ongoing battle against the policy of administrative detention.

* The military court of appeal at Ofer prison releases the detainee Musheer shahateet from Hebron, after submitting a request by the lawyer of the Commission of detainees to reduce his sentence, where he was supposed to be free on 20/10/2022
* The detainee Zakaria Zubaidi is currently isolated in difficult conditions at Remon prison, where he is kept most of the time handcuffed which causes severe pain. * The detainee Wael Ne'arat is suffering from bad health conditions in the isolation of Remon prison. He has numbness in his hands and legs, in addition to visual impairment and hair fall due to diabetes, however, the administration of prisons refused to conduct medical tests for him. He went on a hunger strike before two weeks as the administration of prisons refused to provide him with diabetes test strips.

The head of the Commission of Detainees' Affairs, Qadri Abu Baker, stated that detainees are going to escalate their struggling plan to attain their demands, where this plan started today with dissolving the organisational bodies.
This means that the administration of prisons is forced to deal with each detainee separately. Abu Baker announced the steps that will be implemented by detainees, where 1000 detainees will go through a hunger strike next September, and the number will duplicate to reach 2000, in addition to returning their meals and other preliminary steps preceding the collective hunger strike.
Abu Baker confirmed that the strike is not the aim, but it is the last solution for them. The aim behind this struggling plan is disclaiming their rights and demands by the administration of prisons.
He also pointed out that the administration of prisons tend to deprive detainees from their rights, especially after the "freedom tunnel" , where tens of detainees got isolated.
Moreover, he related to the international solidarity with detainees and full support for their struggling plan.

The Commission of Detainees and Ex_detainees Affairs confirmed in a report issued today that some members of the Nahshon special forces have recently abused minor detainees sexually, during the inspection process before transferring them to trials.
The Commission pointed out that according to testimonies of many minor detainees, who are currently held at Megiddo prison, they have been subjected to sexual harassment in a degrading manner by touching their sexual organs deliberately.
The Commission directed the advocate staff to monitor this issue, where minors are victims of the jailers' barbaric desires. Moreover, the Commission called on the international organisations and human rights organisations to intervene immediately to save those children and stop targeting them before destroying their future.

The Israeli occupation authorities have arrested (375) Palestinians on July 2022, including (28) minors and (2) women, in addition to (191) administrative detention including (61) new orders and (126) extending orders.
Arrest cases were accompanied by flagrant violations against detainees and their families, where the Israeli authorities intended to use excessive force, attack, destroying their belongings and field interrogation with captives in front of their families. Moreover, they implemented the policy of collective punishment against Palestinian cities and villages represented in collective arrests and using live ammunition to intimidate people.
This information came within the joint monthly report issued by detainees' institutions and human rights organizations (the Commission of Detainees and Ex-detainees' Affairs, the Palestinian Society Prisoner's Club, Al Dameer Association for Human Rights and Wadi Hilweh Information Center). The report showed that there are currently (4550) detainees in held in Israeli prisons, including (27) women, (175) minors and (670) administrative detainees.
Violations committed by the Israeli occupation authorities against detainees during arrests
The policy of collective punishment and collective arrests in Palestinian cities:
The occupation authorities tend to use collective punishment as affirm policy against Palestinian cities and villages, where they intend to break through the cities with high number of troops, conducting inspection campaigns with vandalism actions as a means of revenge against detainees' families.
A case in point is Silwad town, where the occupation authorities broke through the town on July 2022 and implemented a vast campaign of arrests with 30 captives.
Ihsan Hamed (21 years) from Silwad, was subjected to field interrogation and attack during his arrest. His mother stated "they broke through the house at 5:30 am, accompanied by intelligence officers and entered Ihsan's room and started to interrogate him. They isolated us in different places, and the interrogation lasted for 3 hours. They destroyed the house belongings, broke the beds and tore up the furniture"
Another case in point is the detainee Taher Hamed (24 years), who got arrested in 29/6/2022. His mother stated "a high number of soldiers broke through our house in a brutal way and attacked my son while being asleep at the living room, handcuffed him and started to beat him on the head and legs. His sister tried to film this violation but the soldiers confiscated her phone and beat her on the legs.
The detainee Saadeya Faraj-Allah and the details of health deterioration and martyrdom, according to testimonies of Damoun detainees:
The detainees Saadeya Faraj-Allah (68 years) has been arrested last January. She's currently held at Damoun prison, and suffers from many health problems such as diabetes and high blood pressure. Her health conditions deteriorated and started to use a wheelchair.
Female detainees stated "the health condition of the detainee Saadeya Faraj-Allah deteriorated last June, where we noticed swelling in her left arm and we asked help from the officer to move her to the clinic. She has been transferred to a hospital in Israel and underwent many medical checkups and claimed all is well. Last July she felt tiredness and transferred to the clinic of the prison and underwent many checkups and then they announced her death.
The "Me'bar" sections in Israeli prisons
The prisons administration does not stop abusing detainees in arbitrary ways and measures, aiming at disturbing and oppressing them. These measures are represented in detaining them in sections designated to hold the detainee for a certain period before he is transferred to the courts, other prisons, or one of the hospitals.
Recently, many complaints were monitored by detainees who suffered from tragic conditions of detention and life inside those sections, especially the Me'bar section in Ramlah prison. A case in point is the detainee Fahmi Mashahreh who has been moved to from Beersheba prison to another prison for interrogation and then was held at the Me'bar section in Ramlah prison.
According to his testimony "the Me'bar section in Ramlah prison is a narrow cage, which can only accommodate eight people, but the prison administration deliberately holds more than 20 prisoners in that limited space, without taking into account the sick and elderly prisoners. In addition, the toilet in that section is very dirty, and there is no clean place to pray". It is worthy to mention that the detainee Mashahreh is from Jerusalem, he's detained since 2002 and ruled to 20 life sentences.

The head of the Commission of Detainees' Affairs, Qadri Abu Baker, condemned the retaliatory policy practiced by the administration of prisons against the six detainees who escaped from Jelboa prison, which is represented in different kinds of punishments based on racist foundations.
Abu Baker stated that our heroic detainees were able to break the security system of Jelboa prison, where the political and military components of the occupation are frustrated, that's why Israel is trying to disguise its failure by isolating them.
Abu Baker also said "escaping from prison is legislated according to international laws and regulations, and setting detainees accountable for doing this is refused according to the international agreements and charters.
He confirmed that the inhumane and unethical behaviours practiced against our detainees, and confirmed by the detainee Muhammad Arda who is isolated at Ayalon solitary confinement, are provocative measures to break their will , but actually it increases their patience and challenge.

His wife visited him today for half an hour at Assaf Harofeh hospital in coordination with the International community of the Red Cross.
She said that his health condition is very critical, and he won't end his strike without gaining his freedom. She also said that he couldn't recognize her.

The Israeli courts still refusing to respond to his demands of ending his arbitrary detention, despite his critical health condition. He is currently held at the clinic of Al-ramla prison and suffers from severe pain all over his body. He was supposed to be freed last June, but the Israeli authorities extended his term to four months, which forced him to enter new hunger strike. * The detainee Ramzi Brash, Ashkelon prison, is in need of permanent medical treatment and suffers from many health problems. He was taken to a specialist physician and had preliminary checkups, and he was informed that he will undergo a surgery. However, the Israeli authorities intended to delay his surgery in spite of his urgent need for it.

* The health condition of the injured detainee Mahmood Hjair is very critical, and his detention had been extended to 8 days. He's held currently at the intensive care unit in difficult conditions at Belinson Hospital in Israel. The detainee Muhammad Safran (45 years) from Ramallah is facing brutal detention conditions in the isolation of Shatta prison, where he is in solitary confinement since 9 months.
The Commission of Detainees' Affairs stated that seizing his canteen funds came under the pretext of the high debts on him to the state of occupation, where the occupation authorities prevented his family from depositing money in his account. Due to this difficult conditions, he decided to enter a hunger strike protesting against these cruel decisions.
However, he suspended his hunger strike due to a deterioration on his health conditions, where he lost weight and suffered from intensive infections in the kidney and many other diseases. The Commission pointed out that the detainee Safran is in desperate need to the canteen funds, so he can buy his basic needs.
It is worthy to mention that the detainee Safran is detained since 19/10/2017, after conducting a run over attack against Israeli troops. He is sentenced to 8 years of imprisonment, and he still suffers from the injury he got during arrest.

The head of the Commission of Detainees' Affairs, M.G Qadri Abu Baker, stated that the Israeli authorities shall hold full responsibility on the lives of the striking detainees Raed Rayan and Khalil Awawdeh, who are on hunger strike against their administrative detention.
Abu Baker said that the detainee Raed Rayan (28 years) from Bait Dukko/Jerusalem, is still on hunger strike since 102 days respectively, and held at the so-called Ramla clinic in bad health conditions.
Moreover, the detainee Khalil Awawdeh (40 years) from Ethna/ Hebron, is on hunger strike since 15 days, preceded by a strike of 111 days, after the Israeli authorities promised him to be released, but in vain, where they sentenced him to 6 months under the administrative detention, which forced him to continue the battle of (empty stomack) , despite his difficult health conditions.
He is currently held at Assaf Harofeh Hospital. Abu Baker pointed out that there is a real fear on the fate of both detainees, after their health conditions deteriorated due to the ongoing long hunger strike.
He also called on the human rights organisations to practice pressure against the Israeli authorities to end their arbitrary detention before it's too late.

The Commission of Detainees' Affairs pointed out, in a statement narrated by the lawyer Fadi Obaidat, that three detainees at Naqab prison are facing difficult health conditions due to the policy of medical ignorance.
A case in point is the detainee Hussam Deek (36 years) from Kufr Aldeek, who was arrested in 2/2/2021. He suffers from intense infections in the colon and intestines, since his detention.
The Commission confirmed that Israel continued in faking promises, where it was scheduled to conduct medical checkups for him but in vain.
Another case in point is the detainee Adel Srouji (29 years) from Tulkarem, who was arrested in 9/2/2020, and sentenced to 4 years. He had a surgery to remove benign tumour in his stomach. However, the administration of prisons did not inform him about the nature of his disease and still refuse to give him the examination result.
The Commission stated that the detainee is afraid of undergoing another surgery because last time they forced him to sign unknown papers. Now he suffers from severe pain in his stomach and can't eat normally.
The Commission pointed out that the detainee Raed Ratrout (37 years) from Nablus, Who was arrested in 2008 and sentenced to 27 years. He is suffering from toothache, where his teeth fall due to infections in the gum. The administration of prisons did not treat him as it should, instead, they removed the majority of his teeth, which caused him intense pain.
The Commission of Detainees' Affairs holds the Israeli authorities full responsibility on continuing the deliberate policy of medical ignorance against Palestinian detainees, and calls on international community institutions, human rights organisations and the international committee of the Red Cross to fulfil their obligations towards detainees, especially the sick ones.

The Commission of Detainees' Affairs called on the international community to oblige Israel to release the detainees of "shalit deal" , who were rearrested before 8 years.
The Commission pointed out that in 18/6/2014 the Israeli army had rearrested 70 detainees who were released under the shalit deal, which was approved in 2011 under an Egyptian peacemaking.
At that time, 1027 detainees have been released in exchange of releasing the Israeli captive Jelaad Shalit.
The Commission stated that 50 detainees have been sentenced to the same former rules, 49 of them are detained in difficult conditions.
It is obvious that this policy is clear evidence on the retaliatory measures used by the Israeli authorities. The Commission called on human rights organisations to practice pressure on Israel to release those detainees and end their arbitrary detention , requesting our Egyptian friends to support this cause .

The Commission of Detainees' Affairs stated that the detainee Zakaria Zubaidi (45 years) ,who is currently detained at the isolation of Ayalon prison, lives in a difficult conditions and on hunger strike since 12 days, in support of his colleagues who are on hunger strike protesting against their administrative detention.
The Commission confirmed, by the advocate Fawaz Shalloudi, that Zakaria Zubaidi won't end his strike unless the two detainees awawdeh and rayan are transferred to a hospital.
The administration of prisons imposed many punishments, since announcing his strike, represented in isolating him in individual cell and take all the electric appliances from his cell.
The Commission pointed out that Zakaria Zubaidi is one of the six detainees who escaped from Jelboa prison last September, where he was rearrested on September 11. He got sentenced to 5 years of imprisonment and a fine of 5000 NIS.
It is worthy to mention that Zakaria Zubaidi is from Jenin camp, and a symbol of the second Intifada, since he participated in many operations against the occupation. He is of a struggler family, where he has two siblings who are former detainees, and his mother and brother are martyrs.

The Commission of Detainees' Affairs denounced the awful crime committed by the Israeli occupation forces against the Palestinian journalist Shireen Abu Aqleh, who was doing her job and delivering her message today at Jenin refugee camp.
The Commission emphasized that this crime against the martyr Shireen Abu Aqleh indicates that Israel targets every Palestinian, where the extremist instructions of the Israeli government are obvious in dealing with the Palestinian voice in the utmost hatred and arrogance.
The Commission requested to form an international investigation committee for this crime, which caused the martyrdom of the journalist Shireen Abu Aqleh and the injury of the journalist Ali Samoudi, where the targeting was public and direct. Wishing that the international Federation of journalists to take its responsibility in condemning Israel and hold it accountable for such crimes.

The administration of Israeli prisons is still practicing the policy of administrative detention against Palestinian detainees, which is considered among systematic policies, that does not take into consideration the rights to appropriate medical care guaranteed to them in accordance with international agreements and treaties.
In the same context, the Commission of Detainees' Affairs revealed several cases of sick detainees in Israeli prisons, including the detainee Abdulkareem Rimawi (45 years) from Ramallah, who is currently detained at Naqab Prison. He suffers from the procrastination by the administration of prison and the prison's clinic in proving the appropriate medical care, and he is just given painkillers. Whereas he suffers from a gunshot in his right leg and abdomen, in addition to several pains in his back and right leg. He underwent medical examinations and x-rays and he was diagnosed with fragments that spread all over his body, where the doctor informed him that no surgery could be done and he has to adapt with this condition.
Another case in point is the detainee Mustafa Odeh (45 years) from the city of Tulkarem, who is detained at Megiddo prison. He underwent a surgery at the Hospital of Jenin before being detained, and he told the administration that he was supposed to undergo another surgery. However, the administration of prisons is procrastinating in making the needed medical tests that should be done before the surgery.
In addition, there is another case for the detainee Yaser Sharabati from Hebron, who is sentenced to life imprisonment and 20 years. He is detained at Ramoun prison and suffers from diabetes and pain in his right eye, but the clinic of the prison keeps delaying in his treatment.
The Commission of Detainees stated that the Israeli prisons' service must hold full responsibility on the policy of medical ignorance against Palestinian detainees, and called on the international institutions, the Red Cross and human rights organizations to be committed to their roles towards the cause of Palestinian detainees.

Detainees' Institutions: the occupation authorities arrested (504) Palestinians on January 2022
Ramallah: the Israeli occupation authorities arrested (504) Palestinians on January 2022, including (54) minors under the age of 12, and (6) women. In addition, (96) administrative detention orders have been issued, including (51) new orders and (45) renewals.
This report was issued in participation with detainees' institutions (the Commission of Detainees' Affairs, the Palestinian Society Prisoner's Club, Al Dameer Association for Human Rights and Wadi Hilweh Information Center), where it shows that the number of detainees in Israeli prisons is currently (4500), including (34) women, (180) minors and (500) administrative detainees.
The report monitored the policies and measures implemented by the occupation authorities against detainees, in addition to the conditions lived by detainees.
Occupation's policies and measures
The report reviews part of the violations accompanies the daily arrest process and the conditions of interrogation and detention, which breach many rights guaranteed for detainees in accordance with the international humanitarian law and international human rights law, such as:
Collective arrests, exile and house demolishing
The occupation authorities proceeded in the campaign of arrest in an attempt to confront the struggle of Palestinians. The number of daily arrests reached to (16) cases, which are accompanied by many violations such as breaking through houses late at night and attacking the detainee and his family. Jerusalem witnessed a fierce campaign of arrests which included many towns such as AL-Tour, Issawyeh and Silwan. More than (70) persons have been arrested, under the pretext of throwing balls of snow towards police officers and army forces.
Sheikh Jarrah district witnessed a campaign of collective arrests in 19/1/2022 against 25 Palestinians during the demolishing of Salhyeh family, and then they released the most of them except for 5 persons, who got released in the next day under the condition of exile from Sheikh Jarrah.
Another case in point is the family of Hamed, where the occupation authorities arrested three of them; Hamed Yaseen Hamed (51 years), and his two sons Imad and Ahmad (24 years). They got arrested from their house at Silwad/ Ramallah after breaking through their house at 3:00 am and destroying its belongings.
Live ammunition and arrests at Birzeit University campus
The occupation authorities proceed in their policy in arresting students of Palestinian universities for their student activities, where (10) student have been arrested last month, including (7) from Birzeit University and (3) from The American Arab University. Although this constitutes an extension of the consecutive violations, starting with the killing, arresting and threatening of students, the recurrence of these violations sheds light on the grievousness of occupation's crimes.
A case in point is the student Ismail Barghouthi, who was gunshot in his leg before he was arrested with his colleagues Qassam Nakhla, Abdulhafeth Sharabati, Waleed Harazneh and Muhammad Khateeb. They have been arrested after the occupation army broke though the campus and attacked the students, and this is not the first time to break through the university.
Chasing former detainees and expelling them
The Israeli authorities chase the former detainees after ending their sentences by re-arresting them and impose restrictions against them as a means of threat. A case in point is the former detainees Anas Ewaisat and Basel Obaidat, who have been re-arrested after being released from Naqab prison. They got interrogated for a long time at Maskoubya detention center, and then got released on the condition of deportation from Jerusalem for one week.
Another case in point is the former detainees Areen Zaaneen, Ashraf Hedreh, Ibraheem Zaghal and his father and his brother.
The situations of detainees in Israeli prisons
Palestinian detainees are subjected to several violations in Israeli prisons that breach many of their rights guaranteed by the international standards of detainees, such as:
The policy of medical ignorance (slow killing)
The Israeli occupation authorities practice a systematic policy in depriving detainees from medical care, and procrastinate in providing the appropriate treatment for sick detainees. Thus, many of them passed away due to this policy, and the sick cases are deteriorating such as the detainee Naser Abu Hmaid (49 years) from Ramallah, who suffers from cancer in the left lung.
Naser entered a coma since the beginning of January and has been transferred to Barzulai Hospital, and his health condition is very critical where he got transferred to the clinic of Al-Ramla prison. He uses a wheelchair and needs help in his daily activities.
The spread-out of Coronavirus increased the risk on detainees' lives, especially those who suffer from chronic diseases, where it spreads the most at Ofer prison with more than (500) cases. Many sick detainees are held at this prison, such as the detainee Amal Nakhla (18 years) who suffers from myasthenia, which is a serious and chronic disease that requires urgent medical care.
The occupation takes advantage from Coronavirus, and uses it as a means of torture and suppression against detainees, which is represented in depriving the detainees' of their rights under the pretext of the spread-out of the virus without taking into consideration the risks on their fate inside the prisons, which constitute a stimulating environment for the spread of diseases, with the absence of the necessary preventive measures.
Extreme cold... annual renewed suffering that affects detainees
Detainees' suffering is renewed every year in the Israeli prisons and increases in the winter, where there is a lack in blankets and clothes.
In such weather conditions, the occupation’s prison administration deliberately disregards the lives and demands of detainees, especially the newly arrested persons, and put them into tragic living conditions. Detainees are forbidden from obtaining blankets and clothes from their families, and they are given light clothes which does not protect them from the cold weather.
Detainees held at detention centers made of caravans are the most affected by the bad weather conditions, such as in Huwara detention center and Itzion detention center, where both centers are not suitable for human life, in addition to the prisons in the desert such as (Naqab, Nafha, beersheba and Remon) prisons.
The prison administration is still disclaiming its responsibilities and duties in providing detainees with the necessary blankets and clothes, which help them to overcome the hard climatic conditions, thus, detainees are forced to buy them at their expenses from the canteen.
Administrative detainees continues in boycotting the occupation's courts until achieving their goals
(500) Administrative detainees are proceeding in boycotting the military courts as a protest step to end the administrative detention and its arbitrary policy implemented by the occupation against the Palestinian people. The boycott campaign started last January under the slogan of "our decision is freedom", and it was coordinated between administrative detainees and institutions working in the field of detainees and human rights. It is worthy to mention that the Captive movement supported the courageous decision of the administrative detainees of boycotting the courts.
Administrative detainees suffer from the continuous extending for administrative detention orders against them, where (45) orders have been renewed including the representative in the Legislative Council Muhammad Abu Tair for the second time, in addition to Amin Shwaiki, Muhammad Mansour Amal Nakhla, Abdulbaset Maa'tan and Mujahed Najjar. It is worthy to mention that all administrative detainees are committed to the struggle steps for the boycott campaign, where it is necessary to take advantage from this bold step carried out by administrative detainees, to shed more light on the issue of administrative detention and the suffering of detainees, and to internationalize it through communication with human rights organizations.
